December 16, 2003 - Congress passes the CAN-SPAM Act. Officially the Controlling the Assault of Non-Solicited Pornography And Marketing Act of 2003, CAN-SPAM established the first standards for sending commercial emails in the United States. However, many critics of the bill say that the law sanctioned spam due to no provisions that prohibit spam.
